I became aware of this population because of a California Native Plant Society Facebook post where Dean Wm. Taylor identified the plant from a photo. I confirm this specimen matches the FNA description for that taxon. https://www.inaturalist.org/observations/39622737

Orchid, up to 25 cm tall here, from rhizome. Stem fleshy. Flowers white, labellum yellow. Ovary fleshy.
Common in patches. From mulch spread along traffic median, both North and South of Pacific Coast Highway. Approximately 30 stems in flower when collected. No mature fruits. Many aphids on stems and flowers.
